"This … I'll keep it a secret for now."
Of course, Potter would not tell him that he wanted to build Hell's Gate.
If he didn't say it, Xu Tianyu might agree. If he did, he would definitely fall out with him.
That was what Potter thought. Hence, he put forward his conditions.
"Mr. Tianyu, I can use gold coins to rent your people. 10 gold coins per person. I only need 100,000 people to work for me for 10 days."
Potter directly said a condition that no one could refuse.
Population could be said to be the cheapest commodity in this world. Any random war could produce millions of refugees.
Potter offered 10 gold coins per person. It was a sky-high price.
He thought that Xu Tianyu would definitely agree.
However, he didn't know that because of the sky-high price he offered, Xu Tianyu immediately shut his mouth.
Was Xu Tianyu someone who lacked gold coins?
In terms of money, he was the richest person in the Heavenly Dragon Empire.
Even the king of the Atabo Empire might not be as rich as Xu Tianyu.
Therefore, Xu Tianyu was more interested in what Potter wanted to do.
What was it that was worth it for Potter to pay such a huge price to acquire people?
Xu Tianyu was serious. He didn't want to rent people at all.
He needed people to expand his territory. He didn't need the people in his territory to make money for him.
What he wanted was development. Therefore, he wouldn't do something like renting people. It would easily affect the loyalty of the people.
It was just that Te Bo's strange behavior made him even more determined on this point.
"General Potter, don't worry. I just came back. I'm still hungry. Let's talk while we eat."
Xu Tianyu said as he patted Potter's shoulder and walked towards Watt City.
"Okay."
Potter also felt that he was too anxious, so he followed Xu Tianyu's instructions.
Todd, who was walking behind Xu Tianyu, saw Xu Tianyu's hand gesture.
He quickly slowed down and left the group, disappearing into the street.
When he reappeared, he was already in a dilapidated house.
In the house, there were a few middle-aged men dressed in commoner clothes, but they had the same look in their eyes.
"Young Master Tenyu ordered us to investigate Five Seas City. We have to get the news by tomorrow morning."
Todd didn't say anything else and left immediately.
He once again blended into Xu Tianyu's team. He had only been gone for a few minutes, so he didn't attract Potter's attention.
By the time Todd returned to the group, people were already leaving Watt City.
Everyone was wearing different clothes. Some were beggars, some were merchants, and some were girls.
However, they all had a common destination, Five Seas City.
At the same time, many birds flew down from the sky. They were the communication tools of the Shadow Squad, transmitting Xu Tianyu's orders to various places.
On the other hand, Xu Tianyu was drinking with Potter and chatting about life.
Whenever Potter wanted to ask about the population, Xu Tianyu was always able to change the topic.
In the end, Potter drank too much and passed out on the table.
Xu Tianyu, who was originally drunk, ate the pills provided by the system and returned to normal.
At this time, Todd came in again, accompanied by the leader of the Shadow Squad, Yūki.
"How's the investigation going?"
Xu Tianyu took a sip of tea and asked lightly.
"We found an arched building under construction in Five Seas City. It's huge."
